The Traffic Commissioner for the North West of England, David Mullan, has taken action against Supreme Minibuses Limited following a Public Inquiry held on 3 February 2026.
The company’s PSV operator licence was suspended for one week after serious shortcomings were identified in vehicle maintenance, safety management and compliance systems during a DVSA investigation.
Issues included an immediate prohibition issued at annual test for a missing fuel tank filler cap, no brake performance testing recorded across all 14 inspected PMI sheets and inadequate driver defect reporting.
The inquiry also found that the company’s transport manager, Mr Peter Robinson, was no longer effectively managing the transport operation. He has been removed from the licence, and the operator has been given a period of grace until 4 May 2026 to appoint a suitable replacement.
Although the business had taken some steps to improve its systems, the Commissioner determined that the failings were significant and required regulatory intervention to protect road safety.
- Several new undertakings have been added to the licence, including:
- Mandatory management and maintenance training for the company director
- An independent audit of the operator’s compliance systems
- Evidence of completed brake testing and maintenance management training by May 2026
The Commissioner emphasised that operator licence compliance must be proactive, consistent, and professionally managed to maintain public safety.
