TRA maintains trade remedy measures on PET from India

The Trade Remedies Authority (TRA) has confirmed its final determination in the transition review of polyethylene terephthalate (PET) imported from India. 

The Secretary of State for Business and Trade has accepted the TRA’s recommendation to maintain existing countervailing measures on imports of polyethylene terephthalate (PET) from India for five more years, until 2029. 

The Trade Remedies Authority (TRA) has made a final recommendation to maintain the existing countervailing measure. The duties will remain in place for another five years, until 2029.  

The recommendation follows the conclusion of a transition review, in which the TRA found that subsidised imports are likely to recur if the measure is removed and that injury to UK industry would also likely recur. The TRA also found that maintaining the measure is in the UK’s economic interest. 

PET is a strong, lightweight plastic commonly used in food and drink packaging, textiles, and bottles. Imports of PET from India remain low, but the TRA concluded that subsidy programmes identified in the original EU measure still exist and continue to pose a risk to UK producers. 

The current countervailing duties ranging from 0% to 13.8% will remain on PET with a viscosity number of 78ml/g or more, under commodity codes 3907610020 and 3907610080. 

This review was initiated in July 2024 and is now concluded.

  • The Trade Remedies Authority is the UK’s independent body that investigates whether trade remedy measures are needed to counter unfair trading practices and unforeseen surges in imports. 

  • The TRA is an arm’s length body of the Department for Business and Trade. 

  • This measure was transitioned from the EU system and applies to certain PET products imported from India. 

  • Period of investigation: 1 January – 31 December 2023 

  • Injury period: 1 January 2020 – 31 December 2023
