The Legal Aid Agency (LAA) funds the Housing Loss Prevention Advice Service (HLPAS) throughout England and Wales to provide:

• Early legal advice to anyone at risk of possession proceedings and loss of their home advice can be provided in relation to housing, debt and welfare benefits issues.

• In-court duty on the day emergency advice and advocacy to anyone facing possession proceedings.

The service enables anyone at risk of losing their home or facing possession proceedings to get free legal advice, and representation in court, regardless of their financial circumstances.

As a result, the LAA is inviting providers who hold a 2024 Standard Civil Contract in Housing and Debt to express an interest in delivering HLPAS in Lancaster.

The LAA intends to award a contract under this process to commence as soon as possible after the assessment process is complete, as described in the Expression of Interest documentation.

The contract will run until 30 June 2028.

Next Steps

Please contact [email protected] by 5pm on Thursday 6 November 2025 to express your interest in delivery of the service, following which you will receive details of next steps.

The deadline for the receipt of applications will be 5pm on Thursday 20 November 2025.  This reflects the urgent need for the contract to be in place to ensure the provision of legal aid services.   Late submissions will not be considered in any circumstances.

Further detail on the HLPAS Service can be found at Housing Loss Prevention Advice Service (HLPAS) – GOV.UK.

Further information for organisations interested in delivering Housing Loss Prevention Advice Services and Housing and Debt services can be found at Housing Loss Prevention Advice Services 2025 – GOV.UK.
