Stephanie Roberts-Bibby, Chair of the YJB, says: 

I would like to welcome Phil Bowen as the Interim Chair of the YJB. 

Having served as a YJB Board member since March 2023, Phil brings strong knowledge of the youth justice sector and the Board’s work, as well as a shared commitment to evidence-based practice and diversion.  

Phil’s leadership will provide continuity and stability for the Board and youth justice services, while supporting our ongoing improvement and insight work. I look forward to working with Phil in his interim role.

Phil Bowen,?Interim?Chair?of the?YJB, says:?? 

I am honoured to be appointed as?Interim?Chair of the YJB. It is a privilege to take on this role at such?an important time?for youth justice.? 

The work of youth justice services is?critical to prevent?offending, support victims and create safer communities. They have?achieved?much?over the past couple of decades,?and yet all who work in youth justice know the real challenges we face around?serious?violence, antisocial behaviour?and?unequal access to the services and support?children need to?fulfil?their potential and make positive contributions to society. 

Having served as a Board member for the past three years, I have seen first-hand the impact of?the?work and expertise?of the Youth Justice Board workforce?and the strength of their partnerships with youth justice services, practitioners and volunteers across England and Wales.?Their commitment and passion for changing the lives of children will be vital as we lead?the YJB through a period of change. 

As Interim Chair,?I aim to provide clear, steady leadership as the remit of the YJB changes, while continuing to translate our priorities into practical impact. 

The YJB will continue to support youth justice services and their partners?to champion evidence, innovation and effective partnership working to improve outcomes for children, victims and keep our communities?safe.
